I think that’s a good point Eric, and I think the loosening of IP laws would be an important step to try give countries ‘behind’ on AI at least one less barrier to staying competitive in the global economy.

I do fear though that (at least for developing economies) those countries will lack the capital and infrastructure to make effective use of any newly available IP. I personally think the loosening of IP laws (if that happens) will be important more for the balance of power between existing tech-strong states, like the US, China, and Japan.
